Using a car with foreign license plates
If you have not previously lived in Norway and have not been registered as a resident for more than 365 days in the last two years before receiving collective protection, you can use a vehicle with foreign license plates for 2 years from the date you are granted the permit to live without payment of duties related to the importation and registration of a vehicle in Norway.
Keep in mind that you are not exempt from paying tolls on Norwegian roads.
Motor third party liability insurance
The use of a vehicle in Norway requires the availability of motor vehicle liability insurance valid in Norway. Motor third party liability insurance is mandatory under the Motor Vehicle Liability Act § 15.
A vehicle registered in another country and imported into Norway for temporary use must be covered by a border insurance policy if:
- The vehicle is registered in a country that is not a member of the Green Card system, or
- The vehicle does not have a valid Green Card.
If you do not have a valid Green Card at the time of entry into Norway, you can either buy a border insurance policy(grenseforsikring) from the Norwegian customs office or apply for a Green Card in Ukraine for use in Norway, which will be cheaper for you. It is not necessary to buy Norwegian insurance, but the car must be insured.

New refugees can get free insurance for 1 month when they first arrive in Norway, for cars with Ukrainian license plates. After the expiration of the term, insurance can be renewed on a paid basis.
Vehicles owned by Ukrainian refugees and registered with Ukrainian license plates can receive free insurance until August 2023. When the insurance ENDS on September 1, 2023, you can choose between paying for the insurance or re-registering the car.
From September 1, 2023, new refugees will be offered free insurance for 1 month. This applies to new flights with vehicles with Ukrainian license plates. The insurance only covers liability and does not cover damage to your own car.
